Project overview
To increase reliability and meet current and future energy needs in downtown Bellingham, PSE is converting our existing 4 kilovolt (kV) electric distribution system to a 12 kV electric distribution system in three areas of downtown Bellingham. In the first phase, we are upgrading our distribution system between Cornwall Avenue and Railroad Avenue from York Street to Maple Street. PSE may also upgrade two other areas in downtown Bellingham. The second phase, scheduled to take place in 2009 and 2010, will upgrade the electric system along State Street and N. Forest Street. In addition, in order to support the new 12 kV electric distribution system, we will need to rebuild our existing 4 kV State Street substation.
PSE is partnering with the city of Bellingham on these electric system upgrades. The city will provide the trenching that is necessary to install the system, including backfill and restoration. Additionally, the city will provide trench, backfill and restoration in the balance of the areas where PSE had originally planned to rebuild an overhead distribution system, enabling PSE to install the entire new distribution system underground.
What is a distribution line?
Distribution lines are critical links in the electrical system moving power from electrical substations through distribution transformers directly to homes or businesses. Unlike transmission lines, distribution lines typically carry less than 55 kV; PSE’s distribution lines are typically 12.5 kV. Distribution lines can be installed both above and below ground.

PSE will continue to provide updates to the community. We will notify residents who live near the project area when construction will occur. It is our aim to complete the work with as little disruption as possible.
