Q: Is there a deadline for submitting questions?

A: There is no deadline for submitting questions; proposals must be submitted by 5:00 PM Pacific time on December 15, 2005.

Q: What is the total amount of funding PSE will be awarding for proposals? Particularly, relative to the penalties shown on page 2 of the RFP.

A: There is no minimum or maximum level of funding that PSE will be awarding. The regulatory penalty amounts shown on page 2 are fixed values that would be imposed on PSE if it does not achieve the overall savings targets from all its programs and are not a function of expenditure levels.

Q: Section 5.7.4 indicates that the proposal defined payment terms and requirements, but how often does PSE require/allow reporting and invoicing? (e.g., Monthly, quarterly, etc.)

A: PSE does not have any specific requirements for frequency of invoicing for services.

Q: Does PSE have a preference for local proposers or discourage out-of-state proposers?

A: PSE will consider all proposals that meet the Requirements set forth in the RFP, regardless of the location of the proposer.

Q: Am I understanding correctly that this is NOT a two-stage proposal process, and that once PSE selects its short list proposals, a sub-group of the short list will be selected for negotiations/clarifications (but not a more detailed proposal)?

A: Yes, the evaluation is a one stage process that will select the finalists for contract negotiations from a short list.

Q: In looking at Summary of Solicitations section 1.2 it states all projects must satisfy requirements of WAC 480-107-030 and in 1.3 Key to the development....is participation in CRAG. Would you please let me know where we could find information on those issues.

A: You will be able to find details on WAC 480-107-030 at the Washington Utilities and Transportation Commission website. In addition to the information presented in section 1.3 of the RFP, you can find a list of the organizations participating in the CRAG in exhibit VI of the RFP. For an overview of the CRAGS involvement with the Least Cost Plan please see Appendix A of the least Cost Plan.

Q: This is a question regarding the Kitsap and Jefferson County Peak Load Reduction or the Energy Efficiency RFP issued on November 1, 2005. Will Peak Load reduction that makes use of presently installed back-up generation capability in addition to other curtailment strategies be eligible?

A: Yes, the strategies you mentioned would be eligible. Please bear in mind that the RFP is asking for pilot-scale projects. You should be aware that Bonneville Power Administration is currently operating aggregated generation and demand exchange programs in the area. Also, you will need to check on air quality, electrical permitting and any other applicable state and local regulations.

Q: What is the filing deadline for the Energy Efficiency RFP?

A: All proposals must be received no later than 5:00 PM Pacific Time on December 15, 2005. In addition, respondents are to provide two signed originals of the Mutual Confidentiality Agreement (Exhibit V of the RFP) by December 8, 2005.

Q: PSE is providing funding opportunities for customers to install or retrofit existing equipments with energy efficient equipments. Can individual customers in all your service territory is allowed to apply for this? Do you have a list of equipments which will qualify for financial incentives and the level of incentives available?

A: Please see listings of Puget Sound Energy's electric and gas conservation programs at the following links. Electric and Gas Schedules numbered 200 through 299 are designated for Conservation Programs. These programs are currently in effect. The Company plans to file similar conservation programs with the Washington Utilities and Transportation Commission, to be effective January 1, 2006.
