Q: Why is peak load reduction targeted in Kitsap and Jefferson Counties?
A: PSE is working to support BPA's "Non Wires Solutions" plan for this area.
Q: Will PSE consider Billing/Pricing incentives to encourage load control participation?
A: Non-rate incentive programs will be considered, PSE does not currently have rates designed to encourage peak demand response.
Q: Can peak load reduction programs target C&I customers as well as residential customers?
A: Yes
Q: Is Dec 2007 a hard dead line? Some C&I projects may be hard to implement by 2007 year end.
A: 2007 will be the deadline in most cases. However, PSE may be open to discussion and negotiation to extend the deadline for certain projects.
Q: Do single family gas weatherization programs target mobile homes?
A: No, PSE has a very low gas heat penetration in mobile homes.
Q: The RFP mentions a hold back or deductions in compensation for failure to provide services.
A: PSE will share the risk of not meeting energy savings targets. If a contracted program fails to meet the contracted energy savings, and PSE does not meet it's overall savings targets, the program will share part of the financial penalty.
Q: Will bidders have access to billing records?
A: Bidders will not have access to billing records during the development of a proposal; once a contract is finalized for a proposal access to billing records will be provided.
Q: Are RTF values online and can bidders calculate TRC in advance?
A: For access to the RTF database please send us an email at pseEErfp@hotmail.com. Cost-Benefit Analysis will be conducted by PSE, however we will make examples or a simplified calculator available on our web site.
Q: Should common areas in multi-family properties be considered residential or C&I for propose of placement in the correct end use group on summary table 3?
A: Common areas should be C&I and assigned to the appropriate end use.
Q: Do proposals have to focus on the areas detailed in the RFP?
A: PSE will consider all bids, the identified areas are just to provide guidance on some of the key program areas of interest to PSE.
Q: Is there a specific study size identified for peak load management pilot programs? Can these pilot programs extend beyond 2007?
A: Programs should be on a sufficient scale as to provide meaningful and statistically robust information regarding customer participation and energy savings. PSE may consider extending the program to include two winter seasons for evaluation.
Q: Can PSE provide some customer demographics and load shapes before submittal?
A: PSE can provide some generic information on request.
