New Customer Instructions: Required steps
Register on OASIS
All customers desiring transmission services from Puget Sound Energy (PSE) are required to use the Open Access Same-Time Information System (OASIS) to submit their requests. All customers must take the following steps in order to become a registered user of PSE's OASIS:
Step one
A. Obtain a D-U-N-S number, unless you already have one to use. Note: If you have both a transmission division and a power marketing division in your company, each division will need to have its own unique D-U-N-S number.
- Visit the Dun & Bradstreet Web site at http://www.tsin.com/duns.html for instructions on obtaining a D-U-N-S number. This site provides all the information necessary to obtain a number.
- Or call Dun & Bradstreet at 1-800-333-0505 between 8 a.m. and 6 p.m. EST.
B. Register as a transmission customer with Dun & Bradstreet on tsin.com using your unique company code.
Step two
Register with OATI webCARES™ by following the instructions provided in PDF format from the "Registration" link at http://www.westtrans.net. Register both your company, by completing the Company Registration Form, and your users, by completing the User Registration Form. Email both forms to support@oati.net.
OATI Support staff processes requests during business hours (Mon -Fri 8 a.m. - 5 p.m. CT).
Contact PSE
IMPORTANT! Once you have completed the above steps, please contact the PSE Transmission Contracts department and request to become a Transmission Customer. The company will then perform the necessary steps to authorize you to make transmission requests via the OASIS. If you intend to purchase short-term, point-to-point transmission services from time-to-time, you should request a blanket Short-term Firm and Non-firm service agreement.

- the name and title of your signator
- signator's address & phone number
- an operational contact name
- operational contact's address & phone number
