We know how disruptive it is to be without power and that you need to know when your power is coming back on so you can make plans.

Damage assessment along with ongoing restoration has been the priority today. As of 3:30 p.m., power has been restored to more than 61% of customers impacted by last night’s storm.

We understand it has been a long day for those customers who remain without power.

Most customers in King County will be restored by Thursday morning, with the exception of customers in Duvall and Skykomish. Those areas have access issues that complicate restoration efforts—some of these customers are experiencing extended outages as flooding and other conditions continue to prevent crews from working safely.

In Thurston and Pierce Counties, we have made steady progress and currently have six transmission segments out, down from nine this morning. Four substations in Pierce County are offline and 57,285 customers remain without power. Many customers will have power restored tonight; however, it will be longer until we can restore power to all customers. We will work overnight to provide an estimated time of restoration to those customers.

PSE transmission line project

Lake Hills-Phantom Lake 115 kV transmission line

2018 project updates

  • We have selected the project route and are acquiring construction permits from the City of Bellevue and easements from some property owners.
  • Vegetation and tree removal prior to construction is expected to begin in July 2018.

Project overview

The electric system serving the Lake Hills neighborhood of Bellevue has limited reliability, increasing the possibility of outages for customers. PSE’s Lake Hills and Phantom Lake substations are served radially, which means they are each served by one transmission line. If the one transmission line serving a substation goes out, the substation and the customers served by that substation lose power.

To help solve these problems, PSE plans to build a new transmission line between the Lake Hills and Phantom Lake substations. The new transmission line will create a "loop", which means each substation will be connected to two transmission lines. If one line goes out, the other line will still feed the substation and provide power to customers. This project will increase overall system reliability and allow for better use of existing facilities for customers in the Lake Hills neighborhood.

PSE has selected a route corridor along NE 8th St, 148th Ave SE, ending at SE 16th St. The City of Bellevue is planning a future public improvement project along SE16th St. PSE plans to postpone construction of the segment of line along SE 16th St so we can collaborate with the city on design and construction for their project and ours. We believe this plan allows us to minimize construction impacts to neighbors along SE 16th St, as they will be limited to one construction timeframe rather than two. The timeline for the city’s project is not yet determined.
