Income requirements
We look at three things to determine if you qualify:
- Your household’s monthly net income (after taxes and allowed deductions)
- How many people are in your household
- What county you live in
Your household income must be at or below 80% area median income or 200% federal poverty level, whichever is higher. View the current income guidelines.

Who are household members and what is household income?
Household members are the adults and children living in the home.

Household income is the combined income of all household members 18 years old or older and who are not in high school. The table below gives more details on what does and doesn’t count as income.

More about the programs
- The PSE HELP grant is applied directly to your PSE account.
- PSE HELP and Bill Discount Rate have different timelines. After your first enrollment in both programs, you may find that re-application must be done separately for each program. Don’t worry, the application process will guide you through what to do.
- Most customers don't need to provide documents to receive assistance. A percentage of applications are selected for a post-enrollment eligibility verification. If documents are needed at any point, your local community agency or PSE will contact you with details and instructions.
