What is the Time-of-Use (TOU) program?
- Time-of-Use (TOU) rates are electricity rates that vary based on the time of day and season, with higher rates than a standard Schedule 7 rate plan during peak demand periods and lower rates than a standard Schedule 7 rate plan during off-peak periods.
- PSE currently offers two residential TOU rate plans, encouraging electric customers to shift when and how they use energy in their homes; our standard TOU rate plan, Schedule 307 and our TOU + super off-peak rate plan, Schedule 327.
- Residential electric customers enrolled in a TOU rate plan will receive ongoing communications to support their participation, can view their current rate plan details through their myPSE account, and can update their Home Profile to customize tools such as the energy disaggregation report.
- The program is designed to transform our electric grid by ensuring reliable power delivery, accelerating the integration of clean renewable energy, and driving down electricity costs for all customers through collective action.
- The TOU program is optional/voluntary, and customers that participate may unenroll at any time, without penalty. However, if a customer chooses to unenroll, they may not participate in a TOU rate plan for the next 12 months.
What are some of the benefits of TOU?
- Savings. Customers can take advantage of lower rates during “off-peak” periods to maximize potential savings on their electric bill.
- Control. Customized tips and interactive tools are available for customers to personalize their savings estimate and help manage electricity use. Regular reports and updates help customers stay on track, too.
- Sustainability/environmental. Shifting electricity use away from peak demand times helps maintain reliability and promotes integration of more renewable energy resources, ensuring a cleaner energy future for all.
Will TOU lower my bill?
- PSE cannot guarantee that this program will lower all customers’ electric bills. Rate Advisor tools are available for you to compare your rate plan options which are estimates only and do not guarantee specific savings on future bills. Actual costs and savings will be based on electricity usage during specific “peak” and “off-peak” periods and vary depending on your usage patterns throughout those periods if you switch to a TOU rate plan.
- A TOU rate plan may be more ideal for customers who inherently use less electricity during “peak” hours or have the flexibility and willingness to shift when and how they use the most energy-intensive appliances, equipment, machinery and electric heating/cooling systems away from “peak” periods when demand and costs are highest.
- This will require some effort by the customer to learn the “peak” and “off-peak” hours associated with their TOU rate plan, adjust their lifestyle, and stay informed through the program’s regular electronic communications.
Why are the rates on my billing statement different from the rates displayed when I enroll?
The usage costs per kWh (kilowatt-hour) displayed during enrollment include the TOU base energy charge only. Any credits or surcharges implemented by other tariff Schedules which are added to the rate(s) shown on billing statements are available on the Rates Schedule Summaries Page and allow customers to view a specific Schedule summary of itemized prices by selecting the service type and linking to the current price summary.
Can I enroll in TOU and Flex?
Customers who are currently enrolled in a standalone TOU rate plan (Schedule. 307 or Schedule. 327) are eligible to simultaneously enroll in both Flex Rewards/Flex Smart and TOU.
Peak Time Rebate Events
What are “peak time rebate events” or Peak Time Rebates?
- Some pre-selected customers who enrolled in the TOU pilot program may be eligible to receive Peak Time Rebate bill credits for further reducing their electricity use during “peak time rebate events.”
- Peak time rebate events are a way for PSE customers to actively participate in helping ensure electrical grid reliability now and for the future. While our electrical grid is robust and stable, it is strengthened and protected by customers taking action and participating in energy reduction when demand and costs are highest, typically during hot summer and cold winter days.
- On peak time rebate event days, the peak periods may be either 7 a.m. - 10 a.m. or 5 p.m. - 8 p.m. during the winter months (October-March), and 5 p.m. - 8 p.m. during the summer months (April-September). Events will not be called on weekends and legal holidays.
- Participation in “peak time rebate events” is voluntary, but TOU customers must continue to receive at least one type of event notification in order to participate in the Time-of-Use with Peak Time Rebates pilot program.
- No more than 20 peak time rebate events will be called each calendar year, and customers will be notified by email and/or text message at least one day ahead with the exact timing of the event to allow time to prepare should you choose to participate. You will also be reminded at the start and end of the event.
How are Peak Time Rebate credits calculated?
- Energy savings are calculated for each event using a baseline. This baseline is created by averaging the metered electricity consumption of the three highest-usage days during the same peak hours among the 10 business days before the event.
- The basic formula to determine the kWh savings during the event is: [average baseline usage] - [actual event usage] = kWh savings. The kWh savings is then multiplied by approximately $0.67 for Sch. 317 and approximately $0.66 for Sch. 324 to determine the total credit amount earned for the event. If you use less electricity during the event than your average baseline, you will receive a credit on your bill.
- Any Peak Time Rebate credits earned on events will be calculated 48 hours after the event and will be reflected on your next bill as a separate line item under the section “Miscellaneous Charges and Credits.”
- Residential TOU customers also participating in the Bill Discount program may receive a proportionately discounted Peak Time Rebate credit amount on their bill.
Can I participate in both Time-of-Use and Flex Smart?
Customers who enrolled in a TOU rate plan featuring Peak Time Rebates (Sch. 317 or Sch. 324) are not eligible to simultaneously participate in PSE’s other demand response programs (Flex Rewards/Flex Smart) and will be opted out accordingly. However, customers who are currently enrolled in a standalone TOU rate plan (Sch. 307 or Sch. 327) are eligible to simultaneously enroll in both Flex Rewards/Flex Smart and TOU.
For Time-Of-Use (TOU) for participants
When does my TOU rate plan start?
- Your TOU rate plan begins the day after completing the online enrollment process. Your first billing statement on TOU will reflect a split cost between the standard Schedule 7 rate plan and your new TOU rate plan.
- You can view your charges by date for each rate Schedule by logging in to you myPSE account on pse.com and clicking “Current bill (PDF)” to view your rate Schedule start/end dates under Detail Information for your account on page 2 once your first billing statement on a TOU rate plan has generated.
If I switched to a TOU rate plan, can I cancel and switch back to my previous, standard Schedule 7 rate plan?
- Yes, participation in the TOU pilot program is completely voluntary with no minimum commitment.
- You may unenroll at any time and switch back to your previous rate plan, Schedule 7, without penalty; however, you will not be able to enroll in a TOU rate plan again for 12 months if you voluntarily unenroll.
- The start date for reverting to your previous rate plan, Schedule 7, will be the day after your un-enrollment request has been made. Your last billing statement on TOU will reflect a split cost between your current Schedule 7 rate plan and your previous TOU rate plan.
What are the peak and off-peak periods for my TOU rate plan?
The peak and off-peak periods associated with your TOU rate plan are dependent on the day, time, and season for the rate Schedule you enrolled in. On a TOU rate plan, you will pay more for electricity during peak periods and less for electricity during off-peak periods on weekdays, weekends and legal holidays.

Which legal holidays are not subject to peak period pricing?
The following dates are considered legal holidays and not subject to peak period pricing:
- New Year’s Day (Jan. 1)
- MLK Day (third Monday of January)
- Presidents’ Day (third Monday of February)
- Memorial Day (last Monday of May)
- Juneteenth (Jun. 19)
- Independence Day (Jul. 4)
- Labor Day (first Monday of September)
- Veterans’ Day (Nov. 11)
- Thanksgiving Day (fourth Thursday in November)
- Day after Thanksgiving (Friday immediately following fourth Thursday in November)
- Christmas Day (Dec. 25)
What if my Time-of-Use (TOU) program makes my bill too high?
You can subscribe to TOU High Usage Alerts to receive email notifications when you exceed a usage threshold during your billing cycle that you set. To subscribe, sign in to your myPSE Account, click on the "Time-of-Use | Manage" link, and access the Time-of-Use Preference Center. From there, you can subscribe to High Usage Alert emails and set your preferred usage threshold. Opting in to TOU usage alerts will not affect any existing usage alerts you may have with other PSE programs..
Can I reduce how often I receive email communications?
Yes, sign-in to your myPSE Account, click on the Time-of-Use | Manage hyperlink, then access the Time-of-Use Preference Center. Here you can update the frequency of your TOU communications or choose to unsubscribe from specific TOU communications.
Am I able to participate in Net Metering and be enrolled in a Time-of-Use (TOU) pricing plan?
Net Metering customers are not able to enroll in TOU pricing plans at this time.
Am I able to participate in Flex Batteries and be enrolled in a Time-of-Use (TOU) pricing plan?
Flex Batteries customers are not able to enroll in TOU pricing plans at this time
Can I switch to a different TOU rate?
Customers retain the flexibility to transition between TOU rate schedules once per billing period. For instance, customers currently enrolled in Schedule 307 who purchase an electric vehicle may switch to Schedule 327 (subject to availability) without the standard 12-month waiting period.
Your electric usage and TOU details
Am I able to see my usage online?
Yes, PSE offers all electric Advanced Metering Infrastructure (AMI) customers the ability to view their usage online through their myPSE account by downloading an Excel file of the data:
- Login to your myPSE Account
- Navigate to My usage
- Select the GREEN BUTTON
- Select the Time Period and Format you wish to download and view
- Click EXPORT
How do I know what rate Schedule I am on?
You can view your current rate Schedule by either:
Viewing your most recent billing statement by logging into your myPSE Account, selecting your Current bill (PDF), and viewing the Rate Schedule on Page 2
or
Logging into your myPSE Account, selecting the Time-of-Use | Manage hyperlink, then selecting the RATE DETAILS button
I just got an EV, can I switch from my Schedule 307 to a Schedule 327?
Yes, if you are currently participating in a Schedule 307 TOU rate plan you may request to transition into the Schedule 327 rate plan, however, the Schedule 327 rate plan may be at capacity and PSE reserves the right to decline the request.
Why do my TOU notifications say most of my usage is coming from an electric heat source when I have a gas powered heating system?
While we strive to collect accurate data from internal systems, public records, and other reliable sources, we acknowledge that the information gathered may not be entirely precise. We strongly encourage all TOU program participants to complete the My Home Profile assessments available in the Time-of-Use | View Usage section of their myPSE Account. These assessments will deliver a more accurate electricity usage analysis tailored to your home details.
How can I use less energy in the peak hours?
We encourage all of our TOU participants to load shift their electrical consumption to off-peak hours. Here are just a few ways you can start doing this:
- Set your thermostat to 68° in the winter during peak hours. Remember “68 is great”.
- Set your air conditioner to 72° in the summer during peak hours on hot days.
- Use smart technology with programmable devices. This way, you can “set it and forget it”, with your appliances running during the off-peak hours.
- Prep your meals before 5 p.m. so that everything is ready when it’s time to eat.
- Take your showers before the 7 a.m. peak period begins, remembering to allow time for your electric hot water heater to re-heat.
- Do your laundry after 8 p.m. or on the weekends to take advantage of off-peak pricing.
