RFP Updates and Notifications

PSE will post general updates about the RFP, including process updates and press releases, as it makes sense. Updates to the schedule will be posted in the RFP Schedule section.

• PSE issues 2026 Voluntary Utility-Scale RFP to bidders (see RFP Document and Bid Submission section below) and files the RFP with the WUTC. PSE will update this web site to include the WUTC docket number when available. (February 5, 2026)

PSE will host a virtual bidders’ conference to provide information designed to help bidders prepare and submit their proposals. The conference will be held on March 5, 2026 at 1:00 p.m. Pacific Time. Register here to participate.

Conference materials, including the presentation and Q&A from the discussion, will be posted here after the conference for the benefit of all bidders.

PSE issued a Voluntary Utility-Scale RFP on February 5, 2026. To submit a bid, qualified respondents must create an account on PSE’s RFP submission portal and complete the 2026 Voluntary Utility-Scale RFP Proposal Form. The RFP submission portal will begin to accept bids on February 5, 2026.

The Proposal Form is an electronic form available through the RFP submission portal. Bidders may download a copy of the form questions to use for reference while preparing their bids and a set of portal instructions for bid submittal.

Consistent with the requirements of Washington Administrative Code 480-107-035(5), within thirty days after the close of the RFP bidding period, PSE will post a summary of each bid the utility has received. PSE will post any schedule updates in the RFP Schedule section above. Additional updates, including process updates and press releases, will be posted in the Updates and Notifications section.
