Procuring new energy supply
To meet the anticipated energy needs of our region in the coming years, PSE must acquire new sources of energy. We have several strategies for acquiring additional energy, approaches that meet your long-term demands for electricity and natural gas while keeping your rates as low as possible.
As a leader in renewable energy, we are actively developing additional renewable resources that protect both your pocketbook and the environment.
Another important strategy is to continue helping homes and businesses save energy. Over the next 20 years, our energy-efficiency programs are expected to help customers save more than 500 megawatts of electricity. Those savings are equivalent to approximately 20 percent of PSE’s current total average annual demand.
We also identify new energy resources by issuing formal requests for proposals (RFP). This open-bidding process helps us purchase power, acquire existing power plants and develop new facilities at the most competitive prices, while striving to ensure that all customers are benefiting from the transition to clean energy.
Our RFP process
Pursuant to Washington Utilities and Transportation Commission Purchases of Resources rules (WAC 480-107), PSE must file an All-Source Request for Proposals when the Integrated Resource Plan identifies a resource need within the next four years. PSE may also issue targeted and voluntary RFPs on an as-needed basis.
PSE is committed to a procurement process that is accessible and fair for all bidders. PSE encourages all bidders that are able to meet an RFP’s requirements to participate, including bidders representing minority-, women-, disabled- and veteran-owned businesses. PSE encourages bidders interested in partnering with PSE to support supplier diversity through inclusive, competitive procurement processes.
PSE is committed to a culture of ownership, accountability, honesty, integrity and trust. In conducting an RFP, PSE follows its Code of Conduct. This Code of Conduct outlines the honest and ethical manner in which all employees and board of directors at Puget Energy, Inc., Puget Sound Energy, and related subsidiaries are expected to behave, with each employee having a duty to uphold the Code of Conduct.
2021 All-Source RFP
On June 30, 2021, Puget Sound Energy (“PSE”) filed with the Washington Utilities and Transportation Commission (“WUTC” or “Commission”) the final Request for Proposals for All Resources (the “All-Source RFP”) in docket UE-210220.
A draft All Source RFP was filed on April 1, 2020. After a 45-day public comment period, on June 1, 2021, PSE filed responses to all public comments and a revised RFP for Commission approval. Following an open meeting on June 11, 2021, the Commission issued Order #1 on June 14, 2021 approving with conditions PSE’s draft All Source RFP. The Commission order approving PSE’s All Source RFP may found in Commission’s web site in the All-Source RFP docket UE-210220. Information about the Commission’s approval process and how interested parties can participate can be found in the All-Source RFP Schedule and Public Participation sections below.
The All-Source RFP seeks bids from qualified respondents to supply up to 1,669 GWh of Clean Energy Transformation Act (“CETA”) eligible resources and up to 1,506 MW of capacity resources to PSE. It is an All-Source RFP, meaning that PSE will consider any electric resource or energy storage resource that can meet all or part of the company’s resource need, consistent with the requirements described in the RFP.
PSE has engaged the services of an independent evaluator (“IE”) for the All-Source RFP. Information about the role and scope of the IE, and PSE’s IE selection process is can be found in the RFP document below and in Recent RFPs.

The estimated schedule below was approved as part of the All-Source RFP by the Washington Utilities and Transportation Commission (“WUTC”) in June 2021. As noted in the RFP, it is subject to adjustment based on the actual pace of the evaluation process. All-Source RFP status update: April 11, 2022
PSE has completed the first phase of its RFP evaluation process, as shown in the schedule below. For Phase 2, PSE intends to incorporate into its analysis feedback from stakeholders and the Commission related to the impacts of climate change and PSE’s approach to calculating the capacity contributions of resources (“ELCCs”).
These updates are part of a broader set of model updates that are currently being developed and are expected to be completed this summer with input from stakeholders for the 2023 Integrated Resource Plan (“IRP”) Progress Report. PSE has updated the Phase 2 schedule below to account for the expected timing of these critical inputs to the All-Source RFP Phase 2 modeling.

Additionally, PSE issued its Targeted DER RFP in February 2022. As required by WAC 480-107-009(4), PSE will perform a combined analysis of the most favorable resources from both RFPs prior to making its final resource selections, as indicated in the schedule below.

On August 31, 2021, the Washington Utilities and Transportation Commission issued in WUTC docket UE-210220 a public notice of opportunity to file written comments related to Puget Sound Energy’s effective load carrying capability (“ELCC”) estimates and use in the company’s all-source request for proposals. Comments were initially due by the end of September; however, in light of the October 8 timing of E3’s final report, the Commission has issued a notice extending the comment deadline to 5:00 p.m., Friday, October 22, 2021. Exhibit B is the primary input to this process. To help bidders successfully submit their proposals, PSE will provide the following:
- a downloadable user instruction manual on how to navigate and use the RFP submission portal and its core features and functions,
- a downloadable user reference on typical expected data validation error messages,
- a live demonstration at the bidders’ conference to show bidders how to submit a proposal and what to expect with the automated screening,
- unlimited access to submit and resubmit proposals during the RFP submission window, and
- a three‐day cure period after the RFP due date to allow bidders to remedy any unacceptable term or condition, or other non‐conforming criteria or fatal flaw in a proposal.

Bid Fee Instructions
For a proposal to be considered complete and accepted by PSE, the bidder must successfully submit the proposal through the RFP submission portal described above and submit the appropriate bid fee (see Section 6, Table 8 in the 2021 All-Source RFP) by the proposal due date (shown in the schedule above). Bidders submitting multiple proposals must submit a separate bid fee payments for each proposal submitted.
Bidders may pay the bid fee via certified check or ACH transfer only. Bidders must annotate on the payment the PROPOSAL ID number generated upon successfully submitting the proposal on the RFP submission website. This is the only way to ensure that a payment will be correctly associated with the corresponding proposal. Failure to properly annotate a PROPOSAL ID on the method of payment may result in unnecessary delays and/or loss of the bid fee.

PSE is also providing this information in docket UE-210220 as an informational filing, in an effort to make this information more broadly available to interested stakeholders.
June 30, 2021 update: The public comment period for the 2021 All-Source RFP closed on May 17, 2021 and the open meeting was held on June 11, 2021. The All-Source RFP was thereafter approved by the WUTC in Order #1 of docket UE-210220 on June 14, 2021 (see Updates and Notifications section above).
April 1, 2021 notice: Consistent with rules established in Chapter 480-107-017 WAC, interested parties have 45 days to submit written comments after a draft RFP is filed. Written comments may be submitted electronically through the Commission’s web portal. If you are unable to submit documents via the portal, you may submit your comments by email, or by mailing or delivering an electronic copy to the Commission’s Records Center. Comment submissions should include the docket number (UE-210220), commenting party’s name and the title and date of the comments. The Commission will post in the All-Source RFP docket on its web site all comments that are provided in electronic format.
Interested parties may also participate in WUTC open meetings to discuss the draft All-Source RFP. Information about the timing of meetings and how to participate are posted to the Commission’s web site in the All-Source RFP docket UE-210220. The commission has 75 days after the utility files its draft RFP to approve, approve with conditions, or suspend the filed RFP. PSE's All-Source RFP was approved on June 14th, 2021 and subsequently issued on June 30, 2021.

2022 Targeted DER RFP
Distributed energy resources (“DERs”), including demand response (“DR”), are a significant component of PSE’s preferred portfolio from the 2021 Integrated Resource Plan (“IRP”) and represent a piece of PSE’s strategy for achieving the targets laid out under the Clean Energy Transformation Act (“CETA”). In addition to its All-Source RFP, PSE issued a DER Request for Information (“RFI”), and is issuing a targeted RFP for DERs, including demand response.
After filing a draft with the Washington Utilities and Transportation Commission (“WUTC”) on April 1, 2021, and a subsequent public comment period, on May 14, 2021, PSE issued a RFI for DERs. The DER RFI enhanced PSE’s understanding of DER options available in its service territory and informed the development of a well-designed targeted DER RFP. In 2021, PSE also developed the requirements for a virtual power plant (“VPP”) platform that will be used to dispatch DERs, including demand response. PSE expects that a common VPP platform will provide additional value to PSE customers and clarity to DER bidders by identifying specific integration and operational requirements.
Using the knowledge gained through the RFI process, PSE filed the draft targeted DER RFP with the WUTC on November 15, 2021, in docket UE-210878, which incorporates the technical and operational requirements of the VPP platform. A revised DER RFP was filed on January 14, 2022, incorporating public comments, with the WUTC approving the updated filing on January 27, 2022. The final DER RFP was filed February 7, 2022. PSE will accept proposals for the DER RFP from February 7, 2022 till 11:59 PM PST on March 21, 2022.

Stakeholders should note that PSE issued an All-Source RFP on June 30, 2021. Consistent with WAC 480-107-009(4), PSE will compare the shortlists from both RFPs in a combined analysis to ensure an optimal portfolio.

2023 Distributed Solar and Storage RFP
Distributed energy resources (“DERs”) are a significant component of PSE’s preferred portfolio from the 2021 Integrated Resource Plan (“IRP”) and represent a piece of PSE’s strategy for achieving the targets laid out under the Clean Energy Transformation Act (“CETA”). In addition to its All-Source and DER RFPs, PSE issued the Distributed Solar and Storage (“DSS”) RFP under docket UE – 220971 to solicit distributed solar and storage resources.
In early 2022, PSE selected a vendor for its virtual power plant (“VPP”) platform that will be used to dispatch DERs. PSE is currently working on developing and testing the VPP platform, which will manage all applicable DERs in the future. Further details on VPP integration are provided in the RFP.
Updates to the schedule and documents will be published below, as well as sent to stakeholders. To be added to the DSS RFP stakeholder distribution list, contact SolarStorageRFPmailbox@pse.com.
The following estimated schedule is subject to adjustment based on the actual pace of the evaluation process. More information on the Targeted DER RFP process and timeline will be provided throughout the process.

On November 24, 2020, PSE announced the commencement of a solicitation for an independent evaluator (“IE”) relating to PSE’s forthcoming 2021 All-Source and Demand Response RFPs (the “2021 RFPs). The IE Request for Proposal materials (“IE RFP”) were posted on this website, following a notification sent to stakeholders and interested parties on November 17, 2020 inviting comment and expressions of interest. PSE received strong proposals from several qualified candidates, and has now completed its evaluation process. In accordance with WAC 480-107-023(2), PSE has submitted a petition to the Washington Utilities and Transportation Commission (the “Commission”) for approval of its recommended IE. Interested stakeholders have the opportunity to participate in the Commission's approval process, consistent with WAC 480-100-021(2), through docket UE-210037 at the Washington Utilities and Transportation Commission website (utc.wa.gov). 2020 Demand Response and All-Source RFPs Update
On October 15, 2020, the Washington Utilities and Transportation Commission (“WUTC”) held an open meeting in which it granted a motion from Puget Sound Energy (“PSE”) to withdraw its draft 2020 Demand Response and All-Source RFPs in dockets UE-200413 and UE-200414, respectively. Consistent with the requirements of the Commission’s Final Order in these dockets, PSE must file its next draft All-Source and system wide electric Demand Response RFPs no later than April 1, 2021. The full text of the Commission’s Final Order may be found in the WUTC dockets referred to above.
PSE submitted the motion on September 8, 2020, and has been providing stakeholders with periodic updates, which can be found in the links below and on the WUTC web site in the dockets referenced above.

2018 Demand Response and All-Source RFPs Update
PSE received nearly 100 proposals in response to its 2018 All-Source and Demand Response RFPs from a variety of resource alternatives. This is the largest response to a PSE All-Source RFP to date. Many proposals included multiple offer options with variations in pricing, offer structure, term start and duration, and transmission delivery points. Some proposals offered hybrid options, pairing storage with wind or solar resources.
PSE has issued a total of four press releases announcing the execution of contracts from the 2018 RFP. PSE executed the final 2018 RFP contract in Q1 2021.
