2025 Distributed Solar and Storage RFP

Distributed energy resources (“DERs”) are a significant component of PSE’s preferred portfolio from PSE’s Integrated Resource Plan (“IRP”) and represent a piece of PSE’s strategy for achieving the targets laid out under the Clean Energy Transformation Act (“CETA”). In addition to its All-Source RFP, PSE will be issuing a voluntary Distributed Solar and Storage (“DSS”) RFP in late Q3 2025 to solicit distributed solar and storage resources.

In addition to the system-wide proposal solicitation, the 2025 DSS RFP will contain a targeted substation capacity solicitation. In this section, PSE is seeking proposals for energy storage projects interconnected to specific substations to contribute to local capacity needs. Details will be provided in the body of the RFP when it is issued.

PSE will use an online submission portal to receive proposals. A link to the portal will be posted here after the RFP is issued.

    Q&A from bidders and interested parties

    Questions about the DSS RFP may be directed to PSE’s SolarStorageRFPmailbox@pse.com. PSE will periodically tabulate and post questions received and PSE’s responses for the benefit of all interested parties. PSE will not include company names, project names, contact information or other identifying descriptors in the Q&A posted to the website.


    RFP Docket Updates

    PSE will file a docket with the WUTC, and post the docket number here, once the RFP is issued. Information about previous years’ DSS RFP approval process and any subsequent updates can be found on the WUTC's website under docket UE-240377 for the 2024 DSS RFP, and under docket UE-220971 for the 2023 DSS RFP. PSE will post here a compliance report within 30 days after the close of the bidding period, consistent with the requirements of WAC 480-107-035(5).
