Earn PSE incentives for completing an ASHRAE Level II energy audit of your building
Earn incentives for completing an audit and sharing the report/calculations with PSE. An ASHRAE Level II audit is a site-specific, detailed engineering and economic analysis, providing actionable next steps toward identified energy efficiency measures (EEMs).
What you get
Whether your building runs on PSE gas and/or electricity, the audit must be comprehensive and address any/all fuel types within the building. Incentive rates vary based on your PSE fuel type:
- For all-electric and dual fuel (electric & gas) PSE customers: $0.10/sq. ft.
- For PSE electric customers (another gas provider, transport gas or propane): $0.07/sq. ft.
- For PSE gas only customers (electricity provider is not PSE): $0.03/sq. ft.
After the ASHRAE Level II audit has been completed, and the final report, invoice, and savings calculations have been delivered to PSE, the base incentive will be paid. PSE's incentive can cover up to 70% of the overall cost of the audit. The Base Incentive (70% of the overall incentive) is paid at the time of the invoice at a rate determined by the building square footage and fuel type.
The customer is eligible for the remaining 30% as a Conversion Incentive, if they implement at least one cost-effective, PSE-eligible (and approved), capital energy efficient measure (EEM) identified within the ASHRAE Level II audit. The customer will also be eligible for the conversion incentive if the audit identifies the need for new or optimized controls or commissioning activities, and the customer participates in a PSE performance program including Controls, Existing Building Commissioning, or Monitoring Based Commissioning, or Pay-for-Performance. The timing of the ASHRAE audit Conversion incentive (Remaining 30% payment) will coincide with the payment of the implemented EEM custom grant. If the custom grant receives multiple payments, typically as one of PSE's performance-based incentive programs, then the audit conversion incentive will align with the base payment of the performance program.

How do you qualify?
To be eligible for PSE's ASHRAE Level II Audit Incentive Offering:
- Your business site must be within PSE's electric and/or gas service area. Your business site must be for commercial use.
- The audit must meet ASHRAE Standard 211 Level II Audit definition and criteria. PSE to determine eligibility.
- The audit must be comprehensive and not focused on sub-system of building.
- Audits must be completed by a Qualified Energy Auditor criteria (as defined in WAC 194-50-030).
- If conducted by an in-house employee that meets Qualified Auditor criteria, a summary report of labor hours from a work order system is required to demonstrate audit costs.
- Buildings less than 20,000 square feet are not eligible.*
- Multifamily buildings are not eligible but may be eligibile for PSE's
Multifamily Retrofit program which also includes an assessment. - Industrial and/or process oriented facilities are generally ineligible for this audit incentive but should consider PSE's Industrial programs
- Must be invoiced on or after June 1, 2025 to qualify.
*Buildings greater than 20,000 and less than 50,000 sq ft, and buildings greater than 250,000 require PSE pre-approval.
How do you apply?
The PSE Retrofit Grant application is a simple one-page document or you can also now apply online here or download the paper application. PSE will determine eligibility based on the above criteria the audit invoice date.
