Bundle projects to maximize your incentives

The Pay for Performance (P4P) program helps you take a whole-building approach to managing your existing building’s energy. The program maximizes energy savings by bundling capital projects, operational and maintenance improvements, and behavioral opportunities for occupants. After completing energy-saving upgrades, you will get paid based on the whole building performance.

The P4P program pays incentives based on total energy saved, rather than separate incentives for individual measures. This allows for: streamlined utility approval and incentive processes; earning incentives even for smaller savings opportunities; simpler measurement and verification; access to interval data; and the potential to earn more than a traditional incentive program would offer.

Incentive Payments**


Implementation Payment - After all Energy Efficiency Projects are installed, a payment will be made for up to 5% savings of the pre-project annual building consumption.

Year 1 Performance Payment – A year after the Implementation Payment, a payment will be made for savings achieved that are in excess of the Implementation Payment savings.

Year 2 Performance Payment – After the second year of performance, a payment will be made for savings that are in excess of Year 1 Performance Payment savings.

* Project Cost may be reduced by benefits received by customer from other funding sources, such as additional grants or rebates.

** Building Consumption may be adjusted to exclude large loads that are not impacted by the efficiency projects, such as data centers, etc.. Savings may be adjusted to take into account those that have previously benefited from other sources, such as rebates.

 

How do you qualify?

To be eligible for our P4P program, the building must be served by PSE electric and/or natural gas and:

  • Have an interval-ready meter that records the energy consumption of the whole building.
  • Have at least 20,000 square feet of conditioned space.
  • Have a record of stable and predictable energy use.
  • Plan to implement two or more capital measures, resulting in at least 15% whole-building energy savings*.
  • Have an available liaison between your business and PSE for quarterly reporting responsibilities.
  • Energy savings must be distributed across all PSE building meters
    • For each PSE fuel source, a minimum 10% energy savings must be realized at the meter that serves the whole building with planned P4P projects.
    • Meters that serve other buildings in addition to the one under contract, may need to have sub-meter data of at least one year prior, for the P4P building.
    • If there are multiple meters on a single building they may need to be consolidated to determine if the whole building qualifies.

*It is recommended that the project savings be evaluated through participation in a ASHRAE Level II Audit. The customer may qualify for a PSE Incentive for the audit.
