COVID Bill Assistance
We've launched an assistance program for our customers who may have been impacted by the pandemic. It’s called CACAP and if you qualify, we’ll credit your account for past-due balances up to $2,500. If you’ve applied before, even if you’ve already received assistance, we encourage you to reapply, as you may qualify for additional support. Also, by applying for CACAP, we will automatically start your application for HELP, our other energy assistance program, which may provide you with additional financial assistance. Contact your local Community Agency to complete the HELP application.

You may qualify for PSE HELP and LIHEAP programs if your net monthly income does not exceed the limits listed in the table below:

Tip: If you do not qualify for HELP at this time, ask your agency about Weatherization.

If you do not qualify for HELP because your household income exceeds the maximum limit, please refer to our Efficiency Boost program to learn about other increased rebates for income-qualified customers.
Step 2: Documents
You will need the following to complete your CACAP application:
- Photo ID
- The appropriate income documentation from the table below

Step 3: Apply
If you have a PSE digital account, you can begin your application.
If you don’t qualify for assistance, you still have options. By creating a payment plan, you don’t have to pay your outstanding bill all at once. Make a plan that works for you. We’ll work with you to come up with a manageable payment schedule with a realistic timeline for up to 18 months.
