March Windstorm Event

Thursday, March. 12, 2026 – 6 a.m.

Damaging winds overnight have caused outages around our service area, with Kitsap, North King, South King and Skagit counties being hit the hardest. We know how challenging and stressful it can be to lose power, especially when temperatures are forecasted to be low.

Our crews have been working hard since the windy weather rolled in, and they will continue to work until all customers are restored.

When is my power coming back on?

We know that you need information to make plans. To provide accurate restoration times, we need to assess the extent of the damage and what repairs need to be made. Damage assessment starts as soon as it's safe for our teams to be in the field. As crews work through neighborhoods, they may discover additional damage that must be repaired. We will set estimated restoration times once we have an initial assessment of damage.

Visit PSE’s Alerts and Advisories page for information on our response efforts: pse.com/alerts.

PSE transmission line project

Lake Hills-Phantom Lake 115 kV transmission line

2018 project updates

  • We have selected the project route and are acquiring construction permits from the City of Bellevue and easements from some property owners.
  • Vegetation and tree removal prior to construction is expected to begin in July 2018.

Project overview

The electric system serving the Lake Hills neighborhood of Bellevue has limited reliability, increasing the possibility of outages for customers. PSE’s Lake Hills and Phantom Lake substations are served radially, which means they are each served by one transmission line. If the one transmission line serving a substation goes out, the substation and the customers served by that substation lose power.

To help solve these problems, PSE plans to build a new transmission line between the Lake Hills and Phantom Lake substations. The new transmission line will create a "loop", which means each substation will be connected to two transmission lines. If one line goes out, the other line will still feed the substation and provide power to customers. This project will increase overall system reliability and allow for better use of existing facilities for customers in the Lake Hills neighborhood.

PSE has selected a route corridor along NE 8th St, 148th Ave SE, ending at SE 16th St. The City of Bellevue is planning a future public improvement project along SE16th St. PSE plans to postpone construction of the segment of line along SE 16th St so we can collaborate with the city on design and construction for their project and ours. We believe this plan allows us to minimize construction impacts to neighbors along SE 16th St, as they will be limited to one construction timeframe rather than two. The timeline for the city’s project is not yet determined.
