2026 Gas Decarbonization Request for Proposals

Puget Sound Energy (PSE) is seeking proposals to reduce greenhouse gas emissions from PSE’s natural gas distribution system. This RFP intends to identify and fund projects that would reduce supply side and/or demand side emissions from PSE’s system. PSE will consider any proposal that meets the requirements described in the RFP.

PSE has hired Carbon Direct to provide independent evaluator (IE) services for this Gas Decarbonization RFP. Information about the role and scope of the IE can be found in the RFP document linked below. 

How to Participate

  • Submit an Intent to Bid form (optional) to PSEGasDecarbRFP2026@pse.com to receive email updates and to be included in the bidders’ conference
  • Attend bidders conference (optional) on June 8, 2026, 12 p.m. – 1 p.m. Pacific Time
  • Submit final proposal by July 15, 2026 to PSEGasDecarbRFP2026@pse.com

    RFP Updates and Notifications 

    • PSE will post general updates about the RFP as needed, including process and schedule updates. Potential bidders who would like to receive an email notification about such updates should complete an Intent to Bid form.

    Q&A from Bidders

    • Questions about the RFP may be submitted to the PSEGasDecarbRFP2026@pse.com.
    • PSE will tabulate and post Q&A for the benefit of all interested parties. PSE will not include company names, project names, contact information or other identifying descriptors in the Q&A.

    Bidders’ Conference

    • PSE will hold a virtual bidders’ conference on June 8, 2026 providing information to help bidders prepare and submit their proposals. To be included, submit an Intent to Bid form.
    • Conference materials, including the presentation, and Q&A from the discussion, will be posted here for the benefit of all bidders.
