Electron Heights-Enumclaw transmission line and substation upgrades
Project updates
Construction at the Wilkeson substation is nearly complete, and the new Buckley substation will be energized soon and begin serving PSE customers by the end of the year. Construction for the new East Enumclaw substation is expected to begin in the spring of 2026.
Project overview
To increase reliability and meet growing customer demand for power, PSE is upgrading the existing 55 kilovolt (kV) substations and transmission lines between Electron Heights and Enumclaw to 115 kV.
These multi-year projects began in 2009 and include converting the voltage of over 20 miles of transmission line between the Electron Heights and Krain Corner substations; converting, upgrading or completely rebuilding five substations; and adding a fiber-optic line.
Project components
Wilkeson Substation upgrade
PSE is upgrading the Wilkeson substation in order to improve electric system capacity and reliability for the Wilkeson area. This includes rebuilding the substation to convert it from 55 kV to 115 kV and installing a new 115 kV transformer and other related equipment. We have brought in a mobile substation unit to power the town reliably for nearby customers until the upgraded substation is complete.
Construction work will take place at PSE's Wilkeson substation located near the intersection of Brierhill Blvd and Church St, and work is anticipated to be completed in November 2025.
New East Enumclaw Substation
PSE will construct a new substation in Enumclaw near Commerce St. The substation will be used to transform electricity from 115 kV to 55/34.5 kV for the Greenwater Tap.
Construction to build this new substation is anticipated to begin in Spring 2026. It is expected to begin serving PSE customers in late 2026.

New Buckley Substation
To increase reliability and meet growing customer demand for power, PSE built a new substation in Buckley off 112th St E. The new Buckley Substation is expected to begin serving PSE customers by the end of 2025. In the meantime, there will continue to be intermittent activity at the substation site as crews work to get the substation online.
Once the new substation is operational, the old Buckley substation on N. 3rd St will be demolished in 2026. The new substation will ensure continued, reliable electrical service to PSE customers and enable future operational and maintenance flexibility for PSE crews. Electron Heights Substation upgrade (completed)
In June 2025, PSE upgraded the Electron Heights substation located on Electron Rd E to convert it from 55kV to 115kV.
Enumclaw Substation upgrade (completed)
In August 2025, PSE upgraded electrical equipment at the Enumclaw substation on Battersby Ave in Enumclaw.
Krain Corner Substation upgrade (completed)
PSE upgraded electric equipment and installed a 115 kV capacitor bank within the Krain Corner substation on 268th Ave SE in Enumclaw to increase capacity and reliability for approximately 26,000 area customers.
Transmission line rebuild (completed)
In order to meet growing customer demand for power, PSE converted over 20 miles of existing 55 kV transmission line to 115 kV standards between Enumclaw and the Electron Heights substation on Electron Rd in Orting.
Fiber optic cable (completed)
PSE installed a new fiber optic cable between the new Buckley substation and the Krain Corner substation to improve communications amongst the new facilities.
