PSE awards more than $7.2 million to nearly 30 organizations
This first round of Transportation Emission Reduction (TER) grants supports innovative projects across PSE’s service area
BELLEVUE, Wash. (3/31/2026) Puget Sound Energy (PSE) is proud to announce the recipients of the inaugural Transportation Emission Reduction (TER) Grant Program awards, distributing more than $7.2 million to 25 organizations across PSE's electric service area.
Funded through the Washington Department of Ecology's Clean Fuel Standard, this grant program is a comprehensive initiative designed to support local, community-centered projects helping to reduce transportation-related emissions. Example projects include electric mobility hubs, fleet electrification, workforce development programs, and more.
“We’re thrilled to see PSE launch this program,” said Washington Dept. Of Ecology Director Casey Sixkiller. “It’s a fantastic example of how the state’s Clean Fuel Standard helps utilities invest in clean transportation options that make daily life better for everyone.”
The diverse group of recipients includes businesses, community-based organizations, educational institutions, government agencies, and Tribal entities, all working to advance transportation electrification in their communities.

Community Action Skagit (CAS), a nonprofit serving more than 50,000 neighbors a year through phone, email and in-person connections, received $145,000 from these grants. CAS is using the money to launch a mobile resource center, an electric van with PSE energy assistance and other community resources. The van will be used to directly serve neighborhoods in the community, removing barriers for those who otherwise struggle to access support.
"The goal is to meet customers where they are," said Bill Henkel, Executive Director, "Particularly rural and isolated seniors, low-income families, and agricultural workers."
Founded in 1979, the nonprofit operates three Community Action Resource Centers in Anacortes, Mount Vernon and Concrete, and is the founder and host of Skagit Vets Connect resource center for veterans and their families. The TER grant provided funding for Community Action to purchase a 2024 Ram Promaster 3500 EV, and the vehicle is currently being customized to take Community Action's Resource Center services on the road.
"Our vision is a community in which everyone works together to end poverty," Henkel said, "and PSE is an important partner in making sure ALL community members can access services."
CAS isn’t alone, as more than 20 other organizations are implementing new electric vehicles (EVs), bikes and more throughout the next several months with these grants. This includes Bellingham’s Sustainable Connections, who will use the funds to lead by example while lowering costs, reducing pollution and serving the community.
“This grant from PSE has been incredibly helpful for us,” Sustainable Connections Program Manager Nick Cusick said. “It allows our team to reduce emissions from our day-to-day work while also showing our community what’s possible. We’re out in the field every week supporting small businesses, nonprofits, and tribal partners with energy efficiency projects, and having an electric vehicle lets us lead by example.”
2026 Grants Open Soon
PSE is already looking ahead to the next funding cycle, with applications for the second round of TER grants opening April 1, 2025. Organizations interested in applying can find eligibility requirements and application details here.
The TER Grant Program offers three distinct funding mechanisms to support transportation electrification projects:
- TER Project Grant: Direct funding for electric mobility and transportation projects
- TER Grant Matching: Matching funds for non-PSE grants that support TE projects
- TER Grant Writing: Funds grant writing services to help organizations apply for non-PSE grants that support TE projects
