Puget Sound Energy reports strong progress toward Washington's clean energy goals
Advancing clean energy while expanding customer benefits
Bellevue, Washington (7/16/2026) Puget Sound Energy (PSE) has released its 2026 Clean Energy Compliance Report, highlighting significant progress toward Washington's clean energy goals while working to ensure those benefits reached customers and communities, including traditionally underserved and hard-to-reach populations, and incorporated community feedback.
During the 2022–2025 implementation period, PSE substantially increased the amount of clean energy serving customers. The company supplied more than 40 million megawatt hours of renewable and non-emitting energy, more clean energy than originally projected in its 2021 Clean Energy Implementation Plan. Clean energy resources supplied 50.6% of customer electric load during the period, up nearly 20 percentage points from the 30.7% average achieved during 2018–2021. This progress is a direct result of significant investments in new clean energy resources, energy efficiency, demand response and other customer-focused programs. PSE achieved this progress while facing significant challenges, including higher-than-expected electricity demand, historically low hydroelectric generation and broader market and supply chain constraints.
PSE exceeded several key clean energy targets, including growing its demand response portfolio to 86 MW in just four years. PSE also expanded its Community Solar program by creating 7,109 new subscription shares, with 40% reserved for income-eligible customers, helping more customers participate in the benefits of clean energy.

The report highlights PSE's extensive engagement with customers, community organizations and its Equity Advisory Group throughout the implementation period. Feedback gathered through workshops, advisory groups and community outreach helped shape program design and investment decisions while supporting equitable distribution of clean energy benefits. PSE understands that higher energy bills can be challenging for many households and doesn’t take that lightly. Every investment is guided by a responsibility to be good stewards of our customers' dollars while continuing to provide the safe, reliable energy they depend on every day, while providing bill assistance and energy-saving programs to help customers manage their bills.
The report calculates the incremental cost of complying with Washington's clean energy requirements during the 2022–2025 period at approximately $820 million. The methods for this calculation are defined by state policy and are designed to isolate costs directly attributable to meeting specific clean energy requirements and compares them against a hypothetical baseline of costs that would have been incurred even without CETA. Importantly, the calculation does not capture all costs associated with serving customers during the transition, including investments made to maintain reliability as coal-fired generation was removed from PSE's portfolio in compliance with state law.
PSE has filed the report with its regulator, the Washington State Utilities and Transportation Commission. The public comment period is open to the public now through October 20, 2026.
