What you get

  • Free eligibility assessment

    A PSE representative will visit your property to determine your rebate eligibility based on the following criteria: 

    • Building envelope (attics, under-floor crawlspaces, accessible wall cavities and windows)
    • Appliances (refrigerators, clothes washers, and dryers)
    • Commercial equipment (e.g., HVAC systems and controls, variable speed drives, thermostats, pool heaters, or custom analysis grants)
    • Lighting fixtures
    • Space- and water-heating equipment

    You will also receive:

    • A customized summary of recommended energy efficiency upgrades
    • Helpful energy-saving tips
    • PSE will link you with qualified reps in your area*. REP to install electric or natural gas energy efficiency measures (if applicable).

    TLED Replacement

    PSE field team will replace fluorescent tubes in kitchen units with efficient TLED lighting.

    Advanced Power Strip

    Tier 1 Advanced Power Strips automatically turn off peripheral home AV equipment when the primary device such as a T.V. or computer is powered off.

    Equipment/Upgrade Type Incentives

    Windows and sliding glass doors

    To be eligible for this incentive:

    • Your property must use PSE electricity or gas as the primary source of its space heating.
    • Your existing windows must be single-paned, single-paned with storm windows or double-paned with metal frames.
    • Your new windows must be rated by the National Fenestration Rating Council (NFRC).
    • Insulation upgrades may be required.

    $3 per sq. ft. (upgrade from U-factor of .30 to .22 or lower)

    $5 per sq. ft. (upgrade from U-factor of .60 to .30 or lower)

    In-unit kitchen LED retrofit

    To be eligible for this incentive:

    • Must upgrade T8 or T12 lighting in residential kitchen units
    • Rebate is determined on number of lamps per fixture being upgraded
    • New lamps must be UL or ETL listed; CRI > 80; Warranty > 5 yrs; power factor > .9

    Up to $120

    In-unit kitchen LED replacement

    To be eligible for this incentive:

    • Must replace T8 or T12 lighting in residential kitchen units
    • Replacement of fluorescent two lamp fixture 4ft in length
    • New lamp fixture must be 30watt or less
    • Fixture must be UL or ETL listed; CRI > 80; Warranty > 5 yrs; power factor > .9

    In-unit ENERGY STAR® certified top loading washer

    To be eligible for this incentive:

    • Your new clothes washer must be ENERGY STAR® rated.
    • New clothes washer must also be top loading.
    • A qualified product list can be found here.

    In-unit ENERGY STAR® certified front loading clothes washer

    To be eligible for this incentive:

    • Your new clothes washer must be ENERGY STAR® rated.
    • New clothes washer must also be front loading.
    • A qualified product list can be found here.

    In-unit ENERGY STAR® certified clothes dryer

    To be eligible for this incentive:

    • Your new clothes dryer must be ENERGY STAR® rated.
    • A qualified product list can be found here.

    $50 per unit

    Attic, floor and wall insulation

    To be eligible for this incentive:

    • Your property must use PSE electricity as the primary source of its space heating.
    • The R-value of your property's existing insulation must be below eligible levels, which are determined during your energy efficiency audit.

    $0.75 per sq. ft.

    Air sealing

    The values of your incentives are determined by your property's existing conditions and the measures required to properly perform air sealing:

    • Attic sealing—$0.75 per sq. ft.
    • Crawlspace/underfloor sealing—$0.75 per sq. ft.
    • Dense pack wall insulation—$2.00 per sq. ft.
    • Door kit—$100.00 each
    • Recessed light fixture cover—$40.00 each
    • Bathroom fan timer control—$200.00 each
    • ENERGY STAR® qualified bathroom fan—$50.00 each

    To be eligible for this incentive, your property must:

    • Use electricity as the primary source of its space heating
    • Have been constructed in 1992 or earlier
    • Eligible buildings must have 20 units or less
    • Be no greater than four stories tall, including the basement
    • Conduct air sealing on all accessible surface areas
    • Complete blower door tests before and after installation

    Calculated, up to 100% of project cost

    Line Voltage Thermostat

    In-unit thermostats must replace existing bi-metal zonal heat thermostats.

    • Must use PSE electricity for resistant space heating.
    • All bi-metal thermostats (except bathrooms) must be upgraded to qualify.
    • Bathroom thermostats not eligible.

    $35 per thermostat

    Line Voltage Connected Smart Thermostat – Zonal Heat

    In-unit thermostats:

    • Must use PSE electric service for zonal space heat (fan-forced, baseboard, wall, or radiant ceiling).
    • Smart thermostat replaces bi-metallic (dial) thermostat in primary heating area. Bathroom thermostats not eligible.
    • Must be Wi-fi enabled with remote access/control.
    • Have 7-day programmable scheduling with an outdoor air temperature.
    • Must include digital temperature sensing and be UL or CSA listed.
    • Check our list of qualified Line Voltage Connected Thermostats.

    $75 per Thermostat

    ENERGY STAR® qualified Smart Thermostat – Central Heat

    In-unit smart thermostats must:

    • Use PSE electric or gas service with central in-unit heat system.
    • Be registered and connected with the manufacturer.
    • PSE's smart thermostat rebate cannot be combined with PSE's heat pump sizing and lock-out controls rebate.
    • Only one rebate per residential dwelling unit
    • Your rebate application must be submitted within 60 days of equipment installation.
    • Self-installed or professionally installation is allowed.
    • PSE requires ENERGY STAR® certification for all smart thermostat models. To determine eligibility please check your model against the ENERGY STAR® Smart Thermostat Certification, or check our list of qualified smart thermostats.

    $75 per thermostat

    ENERGY STAR® qualified heat pump dryer

    Capacity must be 4.0cft with Utility Combined Energy Factor (UCEF) up to 3.99. Specific models are listed with Northwest Energy Efficiency Alliance (NEEA).

    To be eligible, you must be a PSE electric customer. You must choose your new ENERGY STAR® certified appliance(s) from our list of qualified heat pump dryers.

    $100 per unit

    Hybrid Heat pump water heater

    To be eligible for this incentive, your new heat pump water heater must meet the following requirements:

    • Must replace an existing electric resistance water heater and must run on electricity provided by PSE.
    • Must meet or exceed NEEA Northern Climate Tier 3 specifications for heat pump water heaters listed by NEEA's qualified product list.
    • This rebate is not available when installed in conjunction with a geothermal heat pump.
    • This rebate is not available if purchased from a contractor participating in PSE’s Midstream Residential Water Heating program.
    • If your heat pump water heater was purchased at a participating retail store, you may have already received the $500 rebate. Visit pse.com/instant to see if your price includes the rebate.

    $500 per unit

    Common area lighting (non resident controlled)

    The incentive value is determined based on the fixture type(s), the calculated energy savings of your new equipment and other key factors. Only qualifying lighting products are eligible for an incentive.

    To be eligible, you must be a PSE electric customer.

    All Multifamily Projects require pre-approval by PSE before the work can begin.

    To initiate a multifamily common area lighting project, please submit a completed Lighting Application, cut sheets, and W9 for the payee of the incentive to MultifamilyRetrofit@PSE.com.

    • Please note that a customer signature is not required on the Business Lighting Workbook for multifamily projects. Our program staff will review submitted workbooks and contact you regarding the next steps for an incentive application.
    • A Multifamily Retrofit Incentive Application must be signed by both the customer and PSE before work can begin.
    • The workbook will be used as a calculator tool only to help estimate an incentive and energy savings for the project.

    Calculated, up to 70% of project cost

    ENERGY STAR® qualified commercial common area clothes washer

    To be eligible for this incentive, your clothes washer(s) must be installed in a shared laundry room of a multifamily building or campus.

    Up to $400

    Custom upgrades

    The values of your custom analysis grant are based on the calculated energy savings for installations that exceed minimum code standards.

    • Must be a PSE electric customer

    Examples of electric custom analysis grants have been:

    • Pool heaters
    • Thermal pool cover
    • HVAC systems and occupancy controls
    • Variable speed motor or pump
    • Heat Recovery ventilation

    $0.35 per kWh, up to 70% of total project cost

    ENERGY STAR® qualified ventilation fan 

    To be eligible for this incentive:

    • You must use PSE electricity as the primary source of space heating.
    • Your new fan(s) must be Energy Star qualified and have a brushless DC motor.
    • You can receive one new fan per residential dwelling unit.

    $50 per unit

    • Your tankless water heater must run on natural gas provided by PSE.
    • New tankless water heater must be ENERGY STAR® rated.

    $250 per unit

    In-unit furnace

    • Must be a PSE gas customer
    • To be eligible for this incentive, your new furnace must be ENERGY STAR® qualified with an annual fuel utilization efficiency (AFUE) of 95 percent or higher.

    $350 per unit

    • All incentives are only available on new, qualifying equipment.

    Up to $400 per unit depending on heat type

    ENERGY STAR® qualified In-unit Boiler

    • Must be a residential PSE gas customer
    • You must install a new AHRI Certified or ENERGY STAR® qualified natural gas boiler with an annual fuel utilization efficiency (AFUE) rating of 95 percent or higher.
    • For a list of qualified products, please visit ENERGY STAR®
    • Indirect water heaters installed off of your equipment are not eligible for additional rebates. However If your new boiler is the primary heating source AND provides direct domestic hot water to your home, please visit our Integrated space and water heating rebate.

    $350 per unit

    ENERGY STAR® qualified in-unit Integrated Space and Water Heater

    • Must be a residential PSE gas customer
    • Your integrated space and water heating system must be your primary heating source AND provide direct domestic hot water to your home.
    • Qualifying integrated space- and water-heating systems must include either:
    • A single-source ENERGY STAR® qualified natural gas tankless water heater with an Energy Factor (EF) rating of 0.91 or higher.
    • A single-source ENERGY STAR® qualified natural gas boiler with an AFUE rating of 95 percent or higher.
    • Either a hydronic/radiant system or a combination of forced-air and hydronic/radiant systems may qualify for this rebate.
    • This rebate is only available on new, qualifying equipment

    $800 per unit

    Custom upgrades

    The values of your incentives are based on the type(s) of new equipment installed and the calculated energy savings:

    • Must be a PSE gas customer

    Examples of gas custom analysis grants have been:

    • Pool heaters
    • Thermal pool cover
    • Combined Space and water heat system
    • Central HVAC systems

How to qualify

To be eligible for PSE's multifamily retrofit incentives:

  • You must be a current PSE electric and/or natural gas customer.
  • Your property must be a multifamily dwelling with at least five attached units.
  • Your property must be within PSE's electric and/or natural gas service area(s).
  • You must complete an energy efficiency audit and be pre-approved by PSE prior to receiving any energy efficiency improvement measure(s).
  • You must meet the equipment and/or site requirements above for each respective energy efficiency improvement measure (see the "What you get" section above).
  • For in-unit electric incentives, the rebate is only available on new, qualifying equipment. Furnaces that have been installed as auxiliary heat sources are not eligible for an additional rebate. Qualified Product Lists are updated monthly so please check back before making a purchase.
