If you're a Duvall* area resident with natural gas heating, you may be eligible for our heat pump program that offers up to $8,000 in incentives to help local families upgrade their home comfort systems by switching to an efficient electric heat pump system.

*Must be a Duvall area resident within specific neighborhoods of zip codes 98014 or 98019 - address verification by PSE is required. Your current primary heating system must be natural gas. This includes natural gas forced-air furnaces, wall heaters, and boilers.

Do I qualify?

Customer requirements

  • You must be a current, PSE single-family residential natural gas or dual fuel (natural gas and electric) customer. Single-family new construction, multifamily (five or more attached units) and commercial accounts are not eligible.
  • Your current primary heating system* must be fueled with PSE natural gas. This includes: natural gas furnace and natural gas boiler
  • Customers with existing heat pumps, or have installed a new heat pump as air-conditioning only are not eligible.

Equipment requirements

  • Your new heat pump (ducted or ductless) must be AHRI Certified®.
  • Must install to comply with all federal, state, and local code requirements.
  • Previous natural gas heating equipment is removed or decommissioned (cut and cap is allowed) after installation of electric heat pump system.
  • Heat pump must meet or exceed the current national energy efficiency standard for residential heat pumps.
  • Compressor lock out must be disabled. If not possible, compressor lock out temperature must be set at or below the system balance point.
  • Electric resistance backup heat must be locked out so it does not operate when the compressor can still meet the home’s heating load efficiently (defrost cycles or compressor failure excluded).
    • Recommended lockout is at 5°F above balance point.
    • If locked out at more than 5°F above balance point, provide justification with rebate application.
  • Guidance on thermostat programming must be provided to residents to prevent unnecessary use of backup or emergency heat.


Additional requirements for ductless equipment

  • Your new ductless system must be AHRI Certified® as a variable speed mini-split or multi-split heat pump, use inverter technology, and be a minimum of ¾ ton in heating mode.
  • It must meet or exceed the current national energy efficiency standard for residential heat pumps.
  • At least one indoor head must be installed in the main living (high-flow) area, each bedroom, and any other high-flow rooms of the property.
  • The heat pump may not make use of any ducting systems for conditioned air delivery.
  • Attached or detached Accessory Dwelling Units (ADUs) may qualify for a ductless heat pump rebate if they meet the following criteria. Any qualifying ADU must:
    • Be occupied full time
    • Be a completely separate living area with no venting from the primary dwelling
    • Include a fully-functioning kitchen and a full bathroom

Rebate requirements

  • Must be installed by a PSE Trade Ally or REP.
  • Rebate application must be submitted within 30 days of install.
  • Rebates only available on new, qualifying equipment.
  • Equipment that is replaced under warranty will not be eligible for a second rebate.
  • One rebate per qualified single-family residence.
  • Must install to comply with all federal, state, and local code requirements.
  • Rebate cannot exceed the pre-tax purchase price of any rebated product
  • Home or accessory dwelling units (ADUs) with existing heat pumps are not eligible
