Puget Sound Energy launches Request for Proposals to reduce natural gas emissions
The 2026 Gas Decarbonization RFP seeks projects to cut greenhouse gas emissions while reducing customer costs

Bellevue, Washington (5/21/2026) Puget Sound Energy (PSE) has announced the launch of its 2026 Gas Decarbonization Request for Proposals (Gas Decarb RFP), a competitive solicitation process seeking projects that will reduce greenhouse gas (GHG) emissions from the company's natural gas distribution system while lowering costs for customers.

The RFP, funded through Washington State's Climate Commitment Act (CCA) program, may award up to $40 million to qualifying projects.

Key RFP Priorities

PSE has established two primary objectives for the Gas Decarb RFP:

  • Identify and fund projects that reduce emissions from PSE's natural gas distribution system
  • Reduce costs for PSE natural gas customers by lowering the company's CCA compliance expenses

Regulatory Background

The Gas Decarb RFP is funded through revenue generated from PSE's participation in Washington State's Climate Commitment Act, which established a comprehensive cap-and-invest program to reduce statewide greenhouse gas emissions. Under the CCA, PSE receives no-cost allowances that are consigned to auction, with proceeds benefiting ratepayers through programs like this RFP.
