March Windstorm Event

We understand how difficult it is to be without power, and we appreciate your patience. Crews continued to make steady progress overnight. Small pockets of customers remain without power in King County, Greenwater, and Skykomish. The plan for today is to continue to assess damage in difficult access areas and restore power as quickly and safely as possible.

Below are updates and current estimated restoration times for hard-hit areas:

  • In Skykomish, crews continue to work on the electric system that feeds the town from the west. An additional helicopter patrol is scheduled for later in the morning. We expect to have power restored to our Skykomish customers by today, March 15 at 8 p.m.
  • In King County, crews continue to repair damage to the system throughout the morning. We still expect most customers will have their power restored by today, March 15 at 8 p.m.
  • In Greenwater, Highway 410 remains closed and the combination of deep snow and many fallen trees is preventing crews and equipment from accessing damaged electric equipment. Based on current conditions, restoration efforts could go into Monday. Estimated times of restoration will be updated in the PSE outage map as we are able to reassess for any improvement to travel and access during today's early daylight.

Estimated restoration times by region are available at pse.com/alerts. As crews are assigned to a repair job, the specific time for that outage will be added to the outage map.

Commercial Horticultural Incentives


Earn incentives for upgrading your grow lights and dehumidifiers

Whether you’re growing cannabis, lettuce or some other crop, our Commercial Horticulture program offers incentives for installing energy-efficient equipment.


What you get

Lighting incentive amounts vary depending on whether you’re replacing existing lights (retrofit) or installing lights in a new area (new construction). Dehumidifiers are incentivized at a different rate than lighting. Current incentive rates are listed below.

Retrofit - Lighting

New Construction - Lighting

SavingsUp to 100% of the incremental cost difference between a WA Energy Code baseline and the proposed LEDs

Retrofit - Dehumidifiers

New Construction - Dehumidifiers
ElectricUp to $0.45 per annual kWh saved
SavingsUp to 100% of the incremental cost difference between a WA Energy Code baseline and the proposed dehumidifier units

How you qualify

To be eligible for the Commercial Horticultural program:

  • You must be a PSE commercial or industrial electric customer.
  • You must be growing indoor or greenhouse plant canopy.
  • If pursuing a lighting incentive, you must install LED fixtures that are listed on the Design Lights Consortium Horticultural Qualified Products List.
  • You must be pre-approved by PSE prior to the installation of any energy-efficiency measure.

Additional information

Do you have an energy efficiency upgrade in mind that is not lighting or dehumidifiers? Consider applying for an incentive through our Custom Retrofit Grants program or our Commercial New Construction program.

How your incentive is calculated

For retrofit projects, PSE will compare the existing system efficiency to the proposed system efficiency. Existing lighting or dehumidification systems must be confirmed by PSE before the work begins.

For lighting projects, savings will be calculated using the Photosynthetic Photon Efficacy of the proposed LEDs. This means you’re likely to receive a higher incentive when installing an LED fixture with a higher umol/J rating. The same is true for a dehumidifier’s L/kWh energy factor.
